SEISMIC SHIFTS: Reimagining Public Health Law and Ethics for the Current Moment 2026
Fall Institute
10/22 & 10/23 | 8am - 5pm
This two-day intensive will immerse attendees in the rapidly-evolving field of public health law, with particular attention to practical skills in legal, policy, and ethical analysis. Sessions will focus on recent changes in the state and federal landscape of public health law and policy, including conversations about the role of artificial intelligence, exploration of the ethical conditions under which the current system is operating and a focus on how to evaluate the impacts of policy decisions in a constantly shifting environment. The intensive will provide a unique focus on integration of skills in legal and ethical analysis with practical work in policy processes (policy formation, evidence-based policy translation, policy analysis, etc.).
We’re excited to feature Warren Binford, JD, EdM as a Day One subject matter expert, sharing insights on timely issues at the intersection of public health law, ethics, technology, and child safety. Warren has been working to keep kids safe online since 2005 and advises state, national and world leaders on these issues, including the US Congress, the White House, Pope Leo XIV, and many others. She conducts both legal and academic research, drafts legal briefs, publishes essays and op-eds, and promotes legislation advancing child health, safety and wellness online.
Day Two features Govind Persad, JD, PhD, bringing his expertise to timely conversations at the intersection of public health law, ethics, and the fair allocation of health resources. Govind Persad is Associate Professor of Law at the University of Colorado Law School and Associate Faculty at the CU Center for Bioethics and Humanities. His book, Fair Allocation in an Unfair World, which builds on his 2022 Baruch A. Brody Award Lecture on fair allocation of scarce medical resources, is forthcoming with Cambridge University Press.
