Should Neutrality Be an Obligation for News Outlets?
The recent petition calling for the removal of CNews from French television has brought this question back into the spotlight. After a sudden surge in popularity, the petition gathered more than 700,000 signatures and is now moving through the National Assembly's parliamentary process, with the possibility of a debate in the coming weeks. While some voices on the left have welcomed the initiative as a necessary response to what they consider the normalisation of far-right ideas in the media, others have expressed reservations. Le Média, for instance, has warned that establishing a precedent for removing media outlets could eventually backfire, potentially providing a justification for censorship of independent or left-wing media.
This controversy also raises questions about the particular model of media regulation in France. Unlike newspapers or online publications, television channels broadcasting on the TNT (Télévision Numérique Terrestre, or Digital Terrestrial Television) operate under specific legal obligations regarding the honesty, independence, and pluralism of information. These requirements are intended to ensure that different political opinions and currents of thought are represented. In this context, some have argued that withdrawing CNews's access to the TNT would be a more appropriate response than seeking to ban the channel altogether: a distinction between the right to publish and the right to benefit from a publicly allocated broadcasting frequency.
This model contrasts with the American media landscape, where major news outlets often have much more recognisable political and editorial orientations. Rather than necessarily aspiring to neutrality, some openly cater to particular political audiences and defend identifiable ideological positions.
An alternative approach can be found in platforms such as Ground News, which aggregate coverage of the same events from different media outlets, allowing readers to compare how stories are reported across the political spectrum. Rather than expecting every outlet to be neutral, this model attempts to provide a broader picture by making different perspectives visible. With the development of AI tools, could this approach be taken further, using automated systems to compare sources, identify omissions, and synthesise competing accounts of the same events? But this raises another question: can an algorithm ever be truly neutral? And without accurately identifying and presenting the political leanings of the outlets it draws from, could such a model even achieve what it sets out to do?
At the heart of this debate lie two difficult questions: is journalistic neutrality possible, and is it desirable?
Join us as we explore the boundaries between neutrality and objectivity in the press, and ask what role journalism should play in a healthy democracy, and how best to fulfil it.
This debate will follow a British Parliamentary format with eight debaters split into four teams of two.
